The New World Order does not exist, officially, but its influence can be felt across Japan. The organization is shrouded in secrecy, its members embedded in many levels of the government and society, all working together towards its own goals. Using the powers of Persona and Shadow, they will purge the world of its original sin, allowing it to move forward into a bright future under their leadership. For such a goal, what price could be too high?

Who Can Join?

Those who have connections with other members of the NWO, are well-placed in corporate or public positions, or display unusually useful talents could very well be approached by members of the NWO for membership. Employees of note (or experiments of Kandori) in SEBEC may also assist NWO operations, occasionally propping up extremist fronts in which to handle especially dirty work. Anyone who proves useful and, ultimately, obedient to the cause can easily find their place.

There is also an entire division (On The Take) for those who are only in the group on a more mercenary basis - these people may not know the full scope of the NWO, and may be kept strategically in the dark. Or they're paid enough to not care. Their personal philosophies don't necessarily resonate with the overarching purgation archetype of the NWO, but their goals or flaws are useful enough to draw a paycheck, and they'll offer backup when it's needed. This can be in the arena of public policy, bureaucratic shortcuts, mapmaking, surveillance, crime, or clubbing the right people at the right time (which is also crime, but with precision).

Damaged individuals of some skill may eventually be welcomed into the ranks of the Masquerade, and applying with intent to start out as a minion of this terrorist masked group is a viable entry, though a warning should be issued that they do not take betrayal, no matter how well meaning, lightly.

As the NWO has aligned itself with a number of Yakuza organizations, most prominently the Sumiyoshi and their mid-boss "Fishy", Yakuza characters are very viable and welcome. Yakuza aligned with the NWO tend to keep little legit front, allowing their brutality and arrogance to speak for them in business dealings. The fact they are all armed with advanced technology, Lib, and occasional backup from the Masquerade, tends to make this succeed more than it would otherwise.

Tatsuzou Sudou (Emperor) - The Foreign Minister of Japan is a powerful man, and in his position he has seen what has become of his country of Japan. Crushed by foreign powers, the people of his land becoming soft and complacent, he is gravely disappointed in this world that has lost its way. His frustration and disappointment one day summoned the spirit Gozen to him, who showed him a way he could undo the damage to this world and usher in a new golden era, with Japan and the NWO at its head.

Takahisa Kandori (Tower) - The head of SEBEC, Takahisa Kandori brings advanced science and corporate power to the table of the NWO. He has the money and resources to get almost anything he pleases, can move in the echelons of high society with ease... And yet, it seems he wants something more. Rumors of evil deeds follow him wherever he goes, but none have ever implicated him... And lived.
