Creation Process
What exactly goes into Lib may change from batch to batch, the recipe is being refined and none can be made without the "base material" given over by the NWO. This is actually kegare mixed with heavy stimulants and brain-opening drugs.
Effects
The drug causes heightened physical properties, the manifestation temporarily of persona-like powers, and madness. The effects eventually wear off but can be quite long lasting and also include eventual heart and liver damage. This stuff is bad.
