On paper, Department Four is a task force meant to handle some of the more unusual crimes going on today in Japan, and in particular in the greater Sumaru area and surrounding prefecture. It's a group made up of police officers, private detectives, and other professionals and civilians who handle officially 'unsolvable' cases. As far as the official police departments, hospitals, and other agencies that it draws on for many of its members know, it's that simple. In practice, however, that's precisely how its members prefer it to operate--as do the mostly quiet patrons they have among a government aware of what's going on, and supportive of its goals.

There's a decided bent towards upholding the law as best they can in situations where mundane governments are simply unaware of and unable to handle what's going on, and those who make it up tirelessly put themselves between those same supernatural forces and the people of the world who don't even know what they're doing--determined to ensure that the world can go on unknowing of what may well lurk just around the corner.

Department 4 wants to protect people. Their goal is as simple as that, whether it's to protect people from the predations of the supernatural or to protect them from the burden of knowing the truth. Department 4 fears that the truth, that the world is full of dangerous invisible creatures, would not and cannot be tolerated by humanity at large. Thus they do whatever they can, within the boundaries of the law, to keep people away from what they cannot and should not handle.
  
Members of Department Four tend to be established professionals in their own fields, though this isn't always the case. All that's really required is the aptitude for dangerous (often investigative) work, a willingness to press beyond what's reasonable to know in defense of others, and a devotion to--even when having to work outside it--generally support the law. There are even a few counted among its ranks who are largely unaware of what their allies' missions are really about--or who were pointed there by some watching out for the right 'type'. As a government agency, the biggest resource that Department 4 has is its authority. They can get support, if limited, from local government officials and civil servants. With their ID and badges, they can gain access to various locations (within reason) and have the power to request mundane authorities to leave a particular area, if needed. Their authority also helps when dealing with media attention, and it isn't uncommon for D4 to be able to cover up an incident as something as minor as 'a gas leak'.

D4 members can requisition any kind of mundane gear (no military equipment, though, without outside authorization), and can gain access to equipment meant to deal with supernatural threats such as Shadows. Those who aren't already licensed to carry a weapon, firearm or otherwise, can get the paperwork and training they need. Yearly registration is mandatory. They also have access to special equipment for spotters, and can provide it as needed. Each branch of Department 4 also has access to a piece of equipment known as the SHU. The local headquarters in Aoba Ward, Sumaru, has some useful facilities for supernatural crime-solving, including secure storage for documents and objects and a morgue. There is usually at least one car available for emergencies in the small garage. Department 4 also takes on interns, mostly from the nearby colleges.

[[Ryotaro Dojima]] (Hierophant): An experienced police officer living in Inaba, Ryotaro Dojima has spent a long while unaware of the details of the supernatural happenings that plague his town. One case inevitably leads to another, however, and even without the power of Persona, this man's knowledge and determination are respected by the other members of this organization--and he helps provide direction and authority to a group that might otherwise take the law too far into its own hands.

Even if he might be a little more hardline than some of the group's other members, he's still an exemplary ideal of what they mean to do--recognized or not.
